This fact shows that we have not relied on the sea to develop its potentials and inherent strengths.
Advantages
Vietnam is a country with large seas along the East coast - the world's second largest in terms of size and characteristics of natural resources.
According to Dr. Hoi, the world evaluates Vietnam as a large nation along the East coast, however the marine exploitation of the country is still weak compared within the region. Recently we focused on exploiting and developing the four economic sectors, including oil and gas, maritime, fisheries and tourism. Attached to it is about sixteen field nature of services to cater to the four economic sectors mentioned above. Countries in the world are reaching the ocean, use of modern science and technology to conquer the ocean, exploit the ocean's precious capital to support development of the land. In term of Vietnam, we have not done those due to limited resources. Dr. Hoi said “when the world takes the wealth of the ocean to support national marine economic development; however we take effort of a sea-land to feed three islands”.
According to strategists, the ocean and the sea is where mankind's last reserve of food, fuel and other raw foods in the 21st century and long after. In terms of the world is in a crisis, lack of natural resources on the land, the role of "assistance" from the sea's resources is highly significant.
The generations of Vietnamese people who have been attached to the sea and their livelihood depend on the sea, especially for people living in the coastal districts and islands (17% of total area and over 23% of the national population). At the same time, with the advantage of "sea front", Vietnam has many advantages in trading with the outside world. However, despite the timely and correct decision, as well as the advantages in terms of nature, so far, we have not relied on the sea to develop its potential and strengths.
Sharing tasks to strengthen marine economy
According to the Resolution No. 09 dated 02nd September 2007 of the 4th Conference, 10th Party Central Committee on Strategy for Vietnam’s Marine, we are striving to make our country be a strong country on the sea, enriched from sea, contribute an important role in the industrialization and modernization, make the country prosperous in 2020. In particular, the construction and development of maritime and coastal economy in 2020 will contribute approximately 53-55% of the total GDP of the country.
However, the exploitation of marine resources and the economic investment in the sea have not met the expectation.
According to the National Assembly Deputy Phan Van Quy, marine economic development has revealed a number of weaknesses, lack of overall development strategy and strong links between the regions and economic sectors, with security and defense. In particular, some enterprises assigned the task on marine economic exploitation have shown weak management, loss of state assets and reduce competitiveness.
Overall, according to some experts, although with many advantages in the development of marine economy, Vietnam’s marine exploitation capacity is only 1/7 compared to South Korea, 1/94 of Japan.

As a participant agrees with the scheme and evaluation of the Economic Committee of the National Assembly at its third session (National Assembly XIII) on the contents of SOE restructuring, focusing on state corporations, Deputy Phan Van Quy officially add some comments on SOE restructuring in the field of marine economic development.
The Deputy takes an example of a successful model of the Military Telecom Corporation (Viettel), if this model is applied by sharing a part of the tasks from Vinashin to experienced military shipbuilding companies, the management will more closely monitored, the product will meet the requirements of the protection and exploitation of island resources. In addition, in order to achieve sustainable economic growth in the sea, there should be inter-sectoral coordination mechanisms in marine management.
According to Deputy Quy, it would be a good idea to joint ventures with foreign corporations to take advantage of resources and modern technology for the exploration of the sea. Thus the goal of “Vietnam is a strong maritime nation, enriched from the sea in 2020" will become a reality.
