Deputy Prime Minister Hoang Trung Hai at the inauguration ceremony of Vinh Tan 4 Thermal Power Plant.

Speaking at the groundbreaking ceremony, Deputy Prime Minister Hoang Trung Hai emphasized the importance of Vinh Tan 4 Thermal Power Plant that will contribute 1,200 MW, an annual average of 7.2 billion kWh to the national grid to meet the intensely rising in the East and West region of Southern Vietnam from 2017 onwards.
This project is one of the projects in the Power Master Plan 7 that was approved by the Prime Minister with the target of meeting GDP growth rate by 2020, the total generating capacity to reach 75,000 MW, more than three times the capacity in 2010.
The Deputy Prime Minister requested the Owner - EVN, Power Generation Corporation 3 (EVNGENCO3) to coordinate with the contractors to comply with current regulations on investment and construction, quality assurance and project progress, paying special attention to the issue of environmental protection during the construction process.
The Deputy Prime Minister also reminded leaders of Binh Thuan province and relevant provinces to pay more attention to the lives of people in resettlement areas.
Vinh Tan 4 Thermal Power Plant has the total investment of VND 36,000 billion, of which 85% is the credit loans from Export-Import Bank of Korea (KEXIM), Korea Trade Insurance Corporation (KSURE), Japan Bank for International Cooperation (JBIC), the remaining 15% is funded by EVN.
This is one of a few key projects that the Prime Minister allow specific mechanisms and policies for investment during urgent period of 2013 - 2020 according to the Decision 2414/QĐ-TTg.
The EPC Contractors Consortium of the project consists of DOOSAN – MITSUBISHI – PECC2 – PACIFIC.
This is the first EPC contract of a thermal power plant that a local consultant (Power Engineering Consulting Joint Stock Company 2 - PECC2) participated as a member of the EPC Consortium to undertake the works of the project, especially the design work.
Cooperating with international contractors opens up new prospects in the accumulation of experiences, enhancing consultant skill, design electrical project, competitiveness and the ability to grow in the field of EPC of local companies, to help create more jobs.

At the groundbreaking ceremony of the Vinh Tan 4 Thermal Power Project 4, Mr. Phan Van Quy, member of the National Assembly XIII, Chairman of Pacific Group - member of the EPC Consortium, awarded VND 700 million for social and charitable activities of Binh Thuan province.
The first unit of the plant is planning to be commissioned after 46 months of building and installation (approximate the fourth quarter of 2017), the second unit will be finished 6 months after the first unit (approximate the third quarter of 2018). The plant will be connected to the National grid through 500kV grid synchronization system.
Once completed, Vinh Tan 4 Thermal Power Plant will provide about 7.2 billion kWh of electricity annually, reducing the dependence of the hydropower sources, especially in the dry season and exhausted year, reducing power output to transmit from north to south, reduce power loss, and enhance security, stability, economical for the operation of electricity.
