The scientific research must be also practical

Mr. PHAN VAN QUY: Actually, now the Vietnamese enterprises are seeking more sciences - technologies abroad than the ones produced by Vietnam. Here there are two objective and subjective factors. Because the foreign scientific – technological works has been successfully studied, were applied so the Vietnamese enterprises may see the practical effectiveness. We just buy the technologies and then invite their experts to apply, assemble and hire them to transfer technologies as well. TH True Milk not only purchases Israel technology, but also hires their experts to manage and operate too. That ensures the very highly accurate safety, nearly 100% of accuracy, and for the technology made by us, we do not know whether it may be successful. Thus the Vietnamese enterprises are also afraid of application. Maybe, the science - technology of Vietnam are cheaper but they hesitate to apply because they are afraid of risks.

However, there are some sectors of successful science – technology of Vietnam. For instance, the research institutes produce kinds of seeds and plants. For such technology, the Institutes both research and purchase abroad and then create a new variety. That is a success for the farmers, livestock and crops. And for big discoveries, Hoang Anh Gia Lai, TH True Milk or Vingroup want to buy technologies to bring immediate results. I think that the science and technology application in the production, life, economy of Vietnamese people by using the Vietnamese technology is slightly small, or even not effective.

How do you evaluate the number of 3.000 billion VND as the amount that the State spends to the scientific research but primarily the projects are classified in the drawers?

- The enterprises want to get the safety, absoluteness and effectiveness. Abroad, they can see, touch, so they buy the technology and hire the experts to provide advices on installation and operation. But for Vietnamese science, there are still creations, inventions but the application to the life is not highly effective. The causes also consist of objective factors that the enterprises like the practice. But the importance is that our science - technology has not hit into desires, demands of the Vietnamese market. Because the production must be associated to the market.

- I think that with 3.000 billion VND, it is advisable to follow the orders. The science - technology following the orders means to go close to the reality to study what the reality needs. It is practicable to see neighboring countries, advanced countries what they do, then the science and technology must research under that direction. Since to improve how to fit in our country. At that time, the Vietnamese enterprises will have access to. Because the enterprises are a very practical class, they have to find effective, then they do. Thus the science and technology must see that. Going abroad to see their science and technology develop to what extent, how the foreign enterprises apply, then bringing this model but it must be improved. Because our country’s natural weather conditions, soil actual quality are different, so we need to adjust accordingly. But if it is, now far from the reality, the scientific and technological subjects after completing the study also stored in the drawers.

Dear Sir, how does our science and technology market that have not developed affects the output of scientific and technological products, as the generated products must have markets to be sold?

- I think that there is but not great. Because their domestic enterprises go around the countries, if they see any good thing, they apply. Of course, it does not happen that a range of enterprises do so, because they have not enough conditions, or no ability to acquire. So it is advisable to take our own thing for the majority’s for the better, thus I think that Vietnam should be closer to the actual demand. The close reality is not only to research but also go to many places to study the science and technology of the countries. Then take it to Vietnam and see which application may be used, if not, it is required to have more creations, and adjustments to go into production. If we can do that, the enterprise does not need to go far away, but they buy in the domestic country as well.

The enterprises apply much science and technology and it comes into the life. Then its creates many effects for the economic development. And the science and technology projects ordered by the State return to serve the production, enterprises only. Because all technologies used by the State are for the production.

So how to do so that the enterprise and technological scientist meet each other and our science and technology really takes off?

- Our enterprises are flocking into foreign countries to learn about the science - technology for application. So our country’s science - technology must also to go learning and searching so that both enterprise and technological scientist can meet each other. Or both shake hands with each other for seeking. The enterprises are determined to spend capitals to do, not only in practice but also in the future, if the technology is expected to be good. So even the scientists also need to argue agaisnt their scientifc projects for the enterprise’s understanding. The enterprises have only thinking eyes, by the scientists have also vision. I think that now it is necessary to work together to seek to use but now to study, it will slow. Because our studies often go after the other countries. Each year, 3,000 billion VND is spent to the scientific research, I regret very much that, because spending money without bringing high value.
