Promoting the commencement of Vinh Tan General Port

The completion of Vinh Tan General Port will contribute in economic development for the Southern Central Area.
Investment necessity
At the end of June 2014, the Prime Minister adopted the Decision No. 1037 approving the Adjustment of Vietnam Seaport System Development Planning to 2020 and orientation to 2030. Accordingly, Vinh Tan Port in Tuy Phong, Binh Thuan had the role of general port. Then, Ministry of Transport updated this port in detailed planning of seaport group No. 4 – seaport group of the Southern Central Area. The Provincial People’s Committee requested the Investor to cooperate with Vietnam Electricity Group in ensuring the harmony between seaport and thermoelectricity. This was the base for the Investor to develop national key seaport construction project with total investment in Stage 1 of 1,336 billion dong.
According to the project overview, Vinh Tan Port has two general wharfs for ships up to 30,000 DWT, one wharf for service ships and cargo ships up to 3,000 DWT, meeting general cargo export and import demand and serving socio-economic development of Binh Thuan, the South of Ninh Thuan, a part of the Central Highland and surrounding provinces in the Southern Central Area. Previously, the forecast result on cargo demand through the Port is up to 2 to 2.4 million ton/year at the end of 2015, 4 – 6 million ton/year to 2020 and meet the export-import cargo trading demand of the large area. The survey report shows that topographic and hydro meteorological conditions are favorable for constructions. Currently, the Southwest area is protected by breakwater dyke from the Port of Vinh Tan Hydropower Plant. Vinh Tan has small observation value and is less affected directly from storms. The tide difference is not too high. Land foundation is good and favorable for durable structure options. From these factors, the partnership of Pacific Corporation and Power Engineering Consulting Joint Stock Company 2 has been selected to invest in the construction of Vinh Tan General Port.
Schedule promotion
In the meeting regarding to Vinh Tan General Port project schedule promotion in Tuy Phong District, the Chairman of Provincial People’s Committee requested the partnership of Pacific Corporation and Power Engineering Consulting Joint Stock Company 2 to promptly complete port layout plan, perform investment according to detailed planning of seaport group No. 4 - seaport group of the Southern Central Area and submit to Ministry of Transport and Maritime Administration for approval. Concurrently, the partnership was required to cooperate with Department of Planning & Investment, Department of Transport, People’s Committee of Tuy Phong District to complete the procedures of applying for Certificate of Investment for the project and promote the commencement of Vinh Tan General Port. Besides, Department of Agriculture & Rural Development was requested to remove Vinh Tan Breeding Shrimp Quarantine Station and transfer the layout to the Partnership. Department of Natural Resources & Environment was requested to supplement 60ha of land for the port construction in land use plan to 2020. The Chairman of Provincial People’s Committee also requested the Partnership to offer specific documents on power supply, water supply and drainage system to the work fence and move Vinh Tan Housing Services Center (serving officials and workers of the general port) to Lien Huong Town.
Mr. Phan Van Quy, Chairman of Board of Directors cum General Director of Pacific Corporation, acquired the comments from province’s leaders. He said the partnership was promoting the work, ensuring the schedule as requested by the Province. Representatives of this Partnership also requested the Provincial People’s Committee to permit the partnership to focus in exploiting items of the port such as: water districts, wharfs, etc. and to enjoy preferential regime according to regulations of the Government and Province in tax and land rental fee.
