On 25th February 2013, Nghe An Kindness and Talent Foundation (QNA) has officially launched into operation. The Foundation has been established due to the beloved spirit of the homeland from the founders as well as the hope to encourage more contributions to Nghe An from talented people. Here is our conversation with Mr. Le Doan Hop, former Minister of Information and Communications, Chairman of the Foundation.

Please tell us briefly about the establishment and functions of Nghe An Kindness and Talent Foundation?
Nghe An Kindness and Talent Foundation (QNA) has been established under Decision No. 4676/QD-UBND dated 20-11-2012 of the People's Committee of Nghe An province.
QNA is a non-profit foundation. Its main functions are to call for the support from enterprises, foreign donors and organizations to recognize and honor the collective and individual contributions to our homeland and country.
Sir, what is the organizational structure of QNA?
Currently, QNA includes founding members, the Board of Management, Advisory Board and the Supervisory Board extends across the North-Central-South.
Founder at the North is Pacific Corporation, led by Mr. Phan Van Quy, Chairman of Pacific Corporation, Hero of People's Armed Forces, Deputy of the National Assembly; Mr. Nguyen Dang Giap, General Director of 36 Corporation, Hero of Labor. At the Central, our representative is Mr. Tran Anh Son, Standing Vice Chairman of Nghe An Entrepreneur Association. On the South, there are Mr. Nguyen Truong Son, Chairman of Truong Ngoc Trading Service Construction Co. Ltd; Mr. Nguyen Canh Nam, Chairman of Nghe Tinh enterprises in Ho Chi Minh City, Chairman of Lam Hong Trading Co. Ltd.
The Foundation’s Advisory Board consists of 10 members who have been held in various positions at local and central level and in many different fields.

After the retirement, you are still very busy. So what has inspired you to be the Chairman of the Foundation?
First of all, my inspiration comes from the principles and purposes of the Foundation: is to encourage timely more contributions from organizations and individuals at home and abroad and Nghe An individuals who have been attaining excellent rewards in all fields contributing to the renewal of the country and international integration. I understand the Charter of the Foundation represents the desire of the founding members to contribute to the homeland. From those reasons, I have accepted the invitation from the leaders of the Province to participate in QNA’s Management Board. As for work, it is true that after retirement I am very busy, however, anything for homeland development, I will actively and voluntarily contribute to the objectives and development of the Foundation.
Who will be eligible for the rewards of QNA, Sir?
The Foundation aims to reward: Nghe An individual who is at home and abroad won national and international prizes in all areas such as: socio-economic, scientific and technological, education and training, national security, culture and arts, sports ... which bring pride to the homeland of Nghe An and the country; The collective and individual initiatives, studies that recognized by the Scientific Council of the province, state or international recognition; Organizations and individuals at home and abroad who have made significant contributions in the field of socio-economic, humanitarian charity to contribute to the construction and development of Nghe An province.

As a voluntary organization, what will the Foundation do to call for the support from Nghe An people and donors, Sir?
As a voluntary social fund, QNA will have a lot of works to do to bring the Foundation to be familiar with people, get the support from organizations, businesses and individuals at home and abroad. Last year 2012, although the economy had been facing with many difficulties, with the beloved spirit to the homeland, founders of the Foundation, especially Pacific Corporation, has contributed VND 2.64 billion as the initial resources to the Foundation to come into operation.
In the near future, QNA will promote the role of each member of the Advisory Board and the Board of Management in the introduction to the enterprise funds and donors through workshops, conferences, professional organizations... in order to introduce the Foundation to everyone, propose rewarded cases and solicit funding from other organizations, businesses and individuals...
With the criteria for public activities, transparent operation and beloved spirit for the homeland, I believe that QNA will receive the attention from various organizations, individuals and businesses. Contributions from supporters, donors will help QNA honor many talents, bring Nghe An image to many people, contribute to the development of the homeland and our country.
