Effective implementation of EPC package of Vinh Tan 4 Thermal Power Plant
Deputy Prime Minister Hoang Trung Hai and guests witnessed the signing ceremony of the EPC Contract - Vinh Tan 4 Thermal Power Project
Contract package number 4 is done in the form of EPC ( engineering - procurement -construction) with the consortium includes : Electricity of Vietnam ( EVN ), Doosan Heavy Industries Corporation ( South Korea ) , Mitsubishi Corporation ( Japan ), Pacific Corporation and Power Engineering Consulting Joint Stock Company 2.
The package number 4 , the main plant package , valued at 1.36 billion dollars , of which 85 % is from the loans of Kexim, KSURE banks ( South Korea ) and JBIC ( Japan) , the remaining 15 % is funded by investors.
The contractors have a combined experience in building coal-fired power plants. This is also the general contract to build the first power plant that a Vietnamese enterprise participates in EPC project.
Under the plan, after EPC contract was signed, the plant is expected to commence in the first quarter 2014, the first unit will be commissioned in 46 months after installation , construction (planned at the end of the fourth quarter 2017 ) ; 2nd unit will go into operation in the third quarter 2018.
Vinh Tan 4 Thermal Power Plant Project is owned by Power Generation Corporation 3 (EVNGENCO 3 ) with a capacity of 1,200 MW , consisting of two 600 MW located at the power center in Vinh Tan , Tuy Phong district , Binh Thuan province.
Total investment of the project is VND 36,728.640 4 billion; used with imported coal which will be built and put into operation in the period 2017-2018. During its operation, the plant will annually provide power system of approximately 7.2 billion kWh.
Vinh Tan 4 Thermal Power Plant uses traditional condenser which has been applied in the world. The plant installs modern equipment , high performance , reasonable cost which ensure the requirements of environmental protection in accordance with the standards of Vietnam and internationally.
Speaking at the signing ceremony, Deputy Prime Minister Hoang Trung Hai appreciated the efforts of EVN in the preparation process as well as the initial results achieved between investors, contractors, consultants by signing the EPC contract of package number 4 Vinh Tan 4 thermal power plant.
Deputy Prime Minister stressed that this is a special contract as this is the first time Power Engineering Consulting Joint Stock Company 2 involves in designing, building and installing the items under the project. Along with that, 30% of the contract value executed in the country will also create opportunities for Vietnam engineers, technicians and manufacturers to acquire, transfer of science and technology from the leading corporations of Japan, South Korea.
Therefore the Deputy Prime Minister emphasized the importance for the consortium to ensure on schedule according to the plan, strive to bring the first unit of the plant into operation at the end of IV quarter 2017. The Ministry of Industry and Trade , EVN need to focus on direction and implementation of this project , based on the successful model for development and expansion in the coming years.
