Speech on the Economical Restructure Project

Dear Chairmen BoardLadies and Gentlemen,
I agree with idea of 'Economy restructuring project by adjustment of growth model towards improvement of productivity, capability and competitiveness' the Project proposed by the Government for comments from Economical Committee.
Among three priority sectors, i.e. restructure of financial market with restructure of commercial banks and financial institutions; restructure of investment with focus on public investment; and restructuring the state corporations; I would like to address the restructuring the state corporations with emphasis on 1) restructuring the state corporations in marine industry; and 2) when restructuring the state corporations we need a real powerful and independent inspection unit.
1. Restructuring the state corporations in marine industry
We all know that Vietnam is a marine nation. The sea is reach of resources that would allow us to develop the important marine industry.
At the Resolution 09 dated February 9th, 2007 the 4th Session of the Central Committee of the Party Congress X had determined the strategy of development of marine industry: By 2020 Vietnam will become a strong country in term of marine industry; being rich from marine industry and bring a significant contribution to the nation modernization and industrialization. By comprehensive development of all marine sectors the coastal and marine economy will contribute about 53 - 55% of total nation GDP etc.'
Though being a marine nation, we have not really utilize the potential of the marine resources. According to evaluation of some experts, Vietnam explores the marine resources just 1/7 in comparison to Korea and 1/94 in comparison of Japan.
Over past years, some weak points have been exposed during the exploration of marine resources, namely, lack of overall planning and lack of connection between regions and industries and security - defense. Especially, some business corporations who have been assigned jobs of developing marine resources did wrong things due to poor management, thus lot of state assets have been lost and competitiveness have been weakened.
From successful experience of Army Telecommunication (Viettel), I would suggest to share some Vinashin works to army shipbuilding units. Products can then meet requirement of exploration of marine resources. So, it's necessary to mobilize the resources to develop capability of army shipbuilding units to modernize the production capability to serve the exploration of marine economy.
At the same time, in order to meet the target of marine development, in my opinion there is a need of a mechanism of inter-sector coordination in management of marine businesses. We also need to co-operate with foreign corporations to utilize their modern technology and resources in exploration of marine economy. By this way we can achieve the target of 'Vietnam as a strong marine nation, getting rich from marine resources by 2020.
2. Restructuring the state corporations, we need a real powerful and independent inspection
According to the current regulation (Decree 101/2009/ND-CP), the Inspection Unit at state corporations is decided by the Board of Directors. The Chief Inspector is a member of the Board and is assigned by the Board. Inspection members are decided by the members of the Board of Directors. The Inspection Board is not allowed to disclose inspection result without agreement of the Board of Directors.
Thus, the Inspection Board is an assistant unit and reports to the Board of Directors, rather than an independent unit and has real power in the state corporations. This is also a reason why lot of state corporation did losses and corruptions for many years without being detected, thus making big losses to the nation economy.
So, giving real function and power to the Inspection Unit in the state corporations as an independent unit will help restructuring the corporations. It would help the corporations to avoid the same mistakes in long term run.
