Despite being a maritime nation, but to date, we have not relied on the sea to develop the potentials and strengths. According to some experts, the capacity of Vietnam's exploitation capacity at the sea is only 1/7 compared to Korean, 1/94 of Japan, while Vietnam has many advantages in the development of marine economy. In recent years, the development of marine economy has exposed some weaknesses and lack of overall development strategy with strong links between the regions, the economic, security - defense. In particular, some companies that are assigned the task of exploiting the marine economy have exposed many weaknesses in the management. This leads to the loss of state assets, reduce competitiveness in the market.

From the successful model of the Military Telecom Corporation (Viettel), I think they should share part of the tasks of Vinashin to military shipbuilding units. In this case, the management will be closely monitored, the products will meet the requirements of the exploitation of marine economy.

In my opinion, we should focus efforts for military shipbuilding units  to build and develop the units to gradually be modernized meeting the requirements of  the exploitation and protection of marine resources, islands. Also, in order to achieve the economic growth, we should consider the co-operation with foreign partners to utilize the technology and human resources in marine exploitation. Thus the goal of “Vietnam is a strong maritime nation, enriched from the sea in 2020" will become a reality. "
