Vietnam is a maritime nation. Our country offers diverse resources, allowing to develop many important areas in the marine economy.
Vietnam's marine strategy has been identified in the Resolution No. 09 dated 09/02/2007 of the 4th Conference in the Central Committee Session X that: “by 2020, striving to make our country become a strong maritime nation, enriched from the sea which is an important part in the industrialization and modernization, leading to the prosperity of the country. In particular, in the construction and comprehensive development areas, striving to 2020, the marine economy will contribute approximately 53-55% of the total GDP of the country.” However, to date, we have not relied on the sea to develop the potentials and strengths

Could you specifiy the shortcomings in our marine economy development?
In recent years, the development of marine economy has exposed some weaknesses and lack of overall development strategy with strong links between the regions, the economic, security - defense. In particular, some companies that are assigned the task of exploiting the marine economy have exposed many weaknesses in the management. This leads to the loss of state assets, reduce competitiveness in the market. These shortcomings have been clearly illustrated in the model of Vinashin, Vinalines.
According to some experts, despite of having many advangtages in the development of marine economy, the capacity of Vietnam's exploitation capacity at the sea is only 1/7 compared to Korean, 1/94 of Japan.
At the session of the National Assembly XIII last week, the Congress discussed the overall scheme of economic restructuring associated with higher growth, productivity and competitiveness. Do you have any comments on this project?
I agree with the scheme and opinions of the Economic Committee of Congress. Besides the content for restructuring SOEs, which focus on corporations, state corporations, I would like to mention more about the restructuring of SOEs in the field of maritime economic development.
From the successful model of the Military Telecom Corporation (Viettel), I think they should share part of the tasks of Vinashin to military shipbuilding units. In this case, the management will be closely monitored, the products will meet the requirements of the exploitation of marine economy.
Also, in order to achieve the economic growth, we should consider the co-operation with foreign partners to utilize the technology and human resources in marine exploitation. Thus the goal of “Vietnam is a strong maritime nation, enriched from the sea in 2020" will become a reality. "
From the shortcomings in the management of SOEs over time, what are the required changes in the management of this businesses?
Under the current regulations (Decree 101/2009/ND-CP), the Supervisory Board is selected, appointed and dismissed by the Members of the Committee (MOC). The Board operates under the control of the MOC and does not have the right to disclose any results without the permission of the MOC.
It shows that the Supervisory Board is dominated by the MOC rather than being an independent unit in SOEs. This is one of the reasons explaining why a number of SOE losses, violates the law for many years remain undetected, resulting in serious damages to the economy. Therefore, I believe by setting up an independent Supervisory Board will significantly help the restructuring of SOEs.
